28.5.17 A MEETING TOOK PLACE on Wednesday 7th June in the Church Hall at 7pm to give residents an opportunity to share views and consider wider implications of the Planning application being made by Tarka Homes. Following this meeting formal individual and communal representations can be made to Tarka Holiday Park representatives for their consideration.
3.5.17: TARKA HOLIDAY PARK CONSULTATION:
By now you should have received a letter from Snapdragon Consulting, regarding the proposed planning application for the planned expansion of Tarka Bay Holiday Park. A number of residents have already expressed concern over this proposal.
At present the owners, Park Holidays UK Ltd, are working through a consultation phase, prior to a formal planning application being submitted to the ND Planning Dept. They are inviting comments on their proposal, as well as offering the ‘drop in’ session at the church hall on Monday 5th June between 4pm and 7pm.
It is very important that residents should submit any comments that they may have, positive or negative, in writing, prior to or during the ‘drop in’ session. The danger of not having a written record is that the applicant could then say to ND Planning that a consultation took place and that all comments were resolved. Any issues raised by residents must be addressed. If they are not then they can be submitted as formal representations when the actual planning application is submitted. It would be a good idea to keep a record of any issues raised and of the answers received.

§ 62848 – Erection of two open market dwellings & one affordable dwelling at land off Meadowside, Ashford (this site currently has approval for 1 open market and 2 affordable dwellings). THIS APPLICATION HAS NOW BEEN PASSED BY THE NORTH DEVON PLANNING AUTHORITY
11.5.17 TARKA HOLIDAY PARK: Braunton Road, Ashford
An open/public meeting was held on Wednesday 10th May regarding the proposed expansion plans.
Notes taken as follows:
Park Homes said they will be writing to everyone in Ashford shortly, to give notice of an open drop in consultation event, which is likely to take place in the Church Hall in early June (afternoon and evening), and that residents unable to attend will have the opportunity to submit their views to Park Homes in writing. Please communicate with them directly with your comments once you have received your letter from them! If you want to make any comments to the Parish Council please email our Parish Clerk sue@suesquire.com.
1. Currently there are 97 caravan holiday homes on the site
2. Park Homes already have approved planning to increase this to 152
3. They are planning to submit another application (in June 2017) for a further 140 caravan holiday homes, giving a total of approx. 300; this would give a 300% increase from what is currently there. These would be on land to the right of the current development (looking up from Braunton Road), mainly behind Strawberry Fields, and much of which is currently covered by unused poly tunnels
4. Park Homes said that 300 holiday homes are needed to make a site financially viable
5. Out of this 300 holiday homes they anticipate 60% ownership by the company which will be holiday lets, and 40% ‘second home’ ownership, which may also be let
6. At 300 homes this site will be one of their smaller ones, some of their sites have up to 1000 pitches,
7. They have invested £1.5m to date, and the proposed expansion will take the investment up to around £6m over the next 5-7 years
8. The site is now open 11.5 months of the year, closing for 2 weeks in February.
9. Roofs on the new holiday homes will be designed to blend in.
10. Old holiday home stock will gradually be phased out as per the owners contracts
11. The current house on the corner of the entrance will be demolished and replaced with a new purpose built club house and pool
12. Their engineer is working on plans to ‘rearrange’ the entrance to make it safer and take the bus stop off the road, and is also looking to see if it would be possible to have a safe right turn out of the Park (i.e in the direction of the beaches!)
13. They are in negotiations with the local land owner to buy a strip of land running from Strand Land to the Park to provide an off road cycle and foot path, just behind the current hedge, to give holiday makers safe access to the Tarka Trail
14. The area at the top of the site, which is very close to the properties on Higher New Close Lane, could be recreational area, possibly with a children’s playground, which could be accessed by local residents
15. They have a very strong policy on ‘residential misuse’, and residents abusing this have already been evicted from the site. Apparently this involves regular cross checking with council tax data and evidence of being a home owner elsewhere
16. The park would provide several permanent and non- permanent jobs in the area
17. Park Homes suggested that if they hadn’t bought the site and started to invest, the run down site could have been a prime target for a housing application.
18. They said this isn’t a back door application for housing!
19. The expansion plans include indigenous tree planting, which will take 10-15 years to mature
20. They are committed to maintaining the public footpath which goes through the site, and emerges at the corner of Long Lane and Higher New Close Lane
21. That some local authorities are protecting Holiday Parks as local businesses and employers
Residents comments as expressed in the meeting
· Concern for increased traffic on Braunton Road
· Concern for increased traffic at the Chaddiford Lane junction and traffic lights, with holidaymakers from the park having to turn left out of the park, then do a U turn at Chaddiford to get to the beaches (see point 10 above), at what is already a busy junction
· Concern for the loss of tranquillity in Ashford
· Concern for possible future expansion beyond 300 homes, as some of Park Homes sites have 1000 pitches
· The need for a playground was questioned due to the small number of children in the village
· That Park Homes are bringing investment to the area, and that this quality development will be a great improvement on what has gone on at the site in the past
· Visual impact on the area with such a large expansion
· Concern for noise from the site, in particular the incidence of loud music on a weekend afternoon recently was raised Park Holidays agreed to investigate this
· Concern for the amount of rubbish the builders were currently throwing onto the public footpath which goes through the Park, again Park Holidays agree to investigate this
· Concern for dogs getting into fields and worrying animal stock, and Park Homes said that whilst dogs would be allowed on site, there is a strict keeping them on leads and anti- fouling policy
